Can someone please explain how the air cut off valve works on a H30/31
pict works
I have seen pictures of them and most have a thin shaft
coming out of the end of the valve and a plunger at the end
of the
shaft, It looks like mine has been cut off next to the valve. I assume
this makes it "open" all the time is that right?

If you are talking about the valve that has 12 volts going to it and the plunger has been cut off, yes it does make it open all the time. The valve was there to keep the engine from running on after the key was turned off.

The VW factory started installing cut off valve around 1966 to keep the engine from running on (also known as Dieseling).

Most of the problems with it running on after the key was turned off was because of the engine running to hot due to leaning out the jetting in the carb for smog control.

If engine does not run on, I would not worry about it being cut off.
