Adjusting the E break. (Another one)

I've got all wheels off the bug and I'm in the middle of fixing my Master cylinder and checking the drum breaks so I figure I should fix my E break too. when pulled all the way up, it dose not fully engage and dose not lock. how do I tighten it up?? thanks soooo much to everyone thats helped me with ALL my problems. James
