Tow'd front kick panel

Can anybody please tell me if the kick panel goes in front of the foot rest/hoop or in the interior side of the floor boards?

I saw that picture, and I've seen 1 the other way, that's why I was trying to get a consensus.

Mike it definetly goes inside the car , ie over the top of the main tub , as the sides of it also support the fenders which it won't do in the more foward position
